Eligibility requirements
What do we mean by the "Men of Middle-earth"? We're referring to "men" as in "all men are created equal." Anything goes here and crossovers are more than welcome. As long as half the pairing is from LOTR the fic is eligible for nomination.
All stories completed between July 1, 2010 and December 31, 2011 are eligible for nomination in the new RPS and FPS categories. Classic RPS and FPS fics must have been completed by December 31, 2009. Multi-chapter fics may be started at any time but the last chapter must be posted within the stated timeframe. Stories may be posted at any archive (Rugbytackle, VOLA, OEAM, Mirrormere, AO3, etc.) or journaling site (InsaneJournal, Dreamwidth, etc.).
Award Schedule
February 12 - April 30: Nomination period
May 15 - June 30: voting
July 7: Winners announced

Nomination process
Nominations will be open from February 12 – April 7, 2012. You may nominate as many stories and pairings as you like. However, one person cannot nominate the same story more than once. Multiple nominations from one person for the same story will be disallowed in order to ensure that all fics have a level playing field in the nomination process. To check the validity of an e-mail nomination, individuals may be asked to submit a screened comment here so I can confirm they have not submitted nominations for the same stories before.
Authors may nominate their own stories. However, when the final ballots are being put together those nominations may not count toward the final tally if there's a need to break a tie.
Please note: moderators cannot be nominated or vote for winners. This means anything written by
foxrafer (or posted in the
foxyfics journal) is ineligible.
Locked fics
You may nominate a story if it is in a locked journal. However, whether or not the story will become part of the official nomination process depends on whether the author (a) agrees to unlock the story from May 1 through the end of July so everyone can read it, or (b) is willing to post it temporarily at
lotrfics and have it unlocked for public reading from May 1 through the end of July. Obviously, fics will only have to be unlocked or posted to
lotrfics if their fic earns enough nominations to become part of the final ballots.
You may want to check with authors before nominating their stories, but I will be contacting them at the time of their nomination to see if this plan is agreeable to them, and if I am not on their friends list I will ask them to confirm the word count of the story as well.
Award categories
2012 changes: This year there will not be separate categories when the only stories nominated have been written by the same author. (An exception would be if one story was co-written.) In order for a pairing to have its own category in any of the four divisions listed below, it must have at least three stories nominated written by at least two different authors.
Nominations are made by the size of the story. The divisions are:
Drabbles (100 words)
Ficlets (101 - 1000 words)
Short Fiction (1001 - 8,000 words)
Long Fiction (8,001 and up)
Because there can be significant differences between a 10,000 word fic and one 50K and longer, a Novel-length category will be added if we receive enough nominations in a pairing to warrant this addition. For example, if we receive 18 Frodo/Sam nominations in the Long Fiction category and at least three of them are longer than 50,000 words and are written by different people, a Frodo/Sam Novel length category will be added for these stories.
Please keep in mind that a pairing will only have its own award in a specific fic size if it receives three distinct nominations written by at least two different authors. For example, if three different Karl/Viggo ficlets are nominated written by at least two different authors, Karl/Viggo will have a Ficlet category. Otherwise, the Karl/Viggo ficlets will be placed in a General Fellowship group, and the ficlets with the most nominations will become part of the final voting in that category regardless of pairing.
A similar approach will be applied for threesomes. However, when nominating a story with multiple pairings please select the primary pair in your nomination. The story will be grouped with other fics of that pairing. If, however, all the pairs in the fic have equal billing and no one stands out as the "star," please include all pairs in your nomination and the decision of which pair should be used will be left up to the author.
Finding eligible stories
In addition to scrolling through the archives of your favorite comms and your memories list, we've set up a post for people to post recommendations or links to fic lists. Writers and readers can post a list of stories (their own, favorite fics by other authors, or both) they'd like people to consider when making nominations. Leave a comment here to let people know about a great story or to add a link to your rec list. (Ideally the list will be divided by pairing and word count, but it's not required). Nominations will not be limited to these stories, but should be a great place for people to check out when they start thinking about nominations.
Voting
In an effort to reduce the possibility of ballot stuffing, only members of this community will be able to vote. However, if you do not have a LiveJournal account and do not wish to create one, please e-mail the moderator. E-mail balloting will be allowed but only from addresses previously "authorized" to submit votes (i.e., e-mails where ballots were originally sent). People submitting e-mail ballots may also be asked to leave a screened comment here as a second check that the votes are coming from different individuals. The polls will be open from May 1 – June 30.
Please note: One person = one vote. If you have multiple journals (one for fandom, one for personal posts, one for fic, one for professional writing, etc.) you are not allowed to vote multiple times. If it is discovered at any time that a person voted more than once (whether through different journals or by online poll and e-mail ballot) all votes cast by the individual will be disallowed.
Soliciting for votes or any kind of organized campaign for a story is not allowed. This shouldn't be a popularity contest. People with very large flists, who teach classes of willing students, etc. should not have an advantage over anyone else. You may announce your nomination and encourage people to participate in the awards, but you may not specifically ask for people to vote for you or organize a group of people to cast votes for you. I am choosing not to list the specific ways in which it is obvious that people are voting as part of a group because I don't wish to encourage anyone to figure out ways around the obvious signs. But the signs are always obvious. (*g*) If it becomes clear that a group has organized to try and make one story win, all votes will be disallowed.
Award Selection
The story that receives the most votes in its category will be selected as the winner. Each pairing has the potential to win four awards (one for each fic size division).
All nominees will receive an icon in recognition of this achievement. The winners will be announced by July 7 and will receive both a banner and icon.
Plagiarism Policy
In the middle of the awards cycle if a story is found to have been plagiarized, in whole or in part, it will immediately be removed from the ballot and everyone who voted for it will be notified so they have an opportunity to change their votes. In addition, because there will not be enough time to check whether other nominated stories by that writer are in fact his or her original work, all of them will be ineligible and removed from the ballot. In future years the author's work will be allowed to compete, but the award moderators will be conducting as thorough a check as possible to ensure that these other stories have not also been plagiarized.
If the same author has another story nominated in a subsequent year that is found to be plagiarized, not only will that story be removed from the ballot but all stories by this author will now permanently be ineligible for MOME nomination.
